1. Your personal data – what is it?

Personal data relates to a living individual who can be identified from that data. Identification can be by the information alone or in conjunction with any other information in the data controller’s possession or likely to come into such possession. The processing of personal data is governed by the General Data Protection Regulation (the “GDPR”).

2. Who are we?

The Baunton Parish Council is the data controller (contact details below). This means we collectively decide how your personal data is collected and processed in order to provide public services.

3. How do we process your personal data?

The Baunton Parish Council complies with its obligations under the GDPR by keeping personal data up to date; by storing and destroying it securely; by not collecting or retaining excessive amounts of data; by protecting personal data from loss, misuse, unauthorised access and disclosure and by ensuring that appropriate technical measures are in place to protect personal data.

Baunton Parish Council uses personal information for:

Communicating parish council planning meetings
Communicating parish events and fundraising purposes
Communicating requests for volunteers
Communicating items of general interest to our parish and the wider community
The purpose of prevention and detection of crime
Contacting households if the Community Emergency Plan is activated
4. What is the legal basis for processing your personal data?

Explicit consent of the data subject so that we can keep you informed about news, events, activities and services;
Processing necessary for meeting legal obligations.
5. Sharing your personal data

Your personal details will only be processed by Baunton Parish Council and contracted organisations working on our behalf, for example, the mailing organisation that sends our parish information messages.

Where other organisations are used to undertake services on our behalf, these activities are carried out in compliance with GDPR requirements.

The Privacy Policy will apply whenever you have given consent to provide us with personal information, except as required by law, where Baunton Parish Council can pass on personal data without consent, for example, for purposes to prevent and detect crime.

This policy also applies to personal information provided to us by higher tier councils, e.g. Cotswold District Council or Gloucestershire County Council.

6. How long do we keep your personal data?
We keep data in accordance with the following guidelines:

we retain personal contact details while they are still in current use (for example in the Community Emergency Plan) and for up to 2 years after they are no longer required
we retain membership of email lists until a member of the list notifies us they no longer wish to be on the list or fails to respond to an updated consent request

7. Your rights and your personal data
Unless subject to an exemption under the GDPR, you have the following rights with respect to your personal data: -

The right to request a copy of your personal data which the Council holds about you;
The right to request that the Council corrects any personal data if it is found to be inaccurate or out of date;
The right to request your personal data is erased where it is no longer necessary for the Council to retain such data;
The right to withdraw your consent to the processing at any time
The right, where there is a dispute in relation to the accuracy or processing of your personal data, to request a restriction is placed on further processing;
The right to object to the processing of personal data, (where applicable)
The right to lodge a complaint with the Information Commissioners Office.
8. Further processing
If we wish to use your personal data for a new purpose, not covered by this Data Protection Notice, then we will provide you with a new notice explaining this new use prior to commencing the processing and setting out the relevant purposes and processing conditions. Where and whenever necessary, we will seek your prior consent to the new processing.

Baunton Information and Neighbourhood Watch email distribution

Baunton Parish Council uses Google email accounts to distribute these emails to individuals who have consented to be contacted by completing a copy of the consent form given at Annex A to this Policy.

Community Emergency Plan

As part of the Baunton Community Emergency Plan, specific individuals are nominated by the parish council to keep lists of addresses and telephone numbers, so that residents can be contacted quickly in the (unlikely) event of a major emergency.

Contact details are also held for volunteers who have a specific responsibility (e.g. Snow Warden) or who have agreed to assist in case of demand for help, e.g. use of 4 wheel drive vehicles.

Provision of personal information in connection with the Community Emergency Plan is voluntary. Requests to see the information held, or to amend or delete the information may be made at any time by contacting the Parish Clerk.
